I looked it up - obviously I'm not a Harvard AO or anything but it does seem like interviews are pretty limited in some areas
So it could be that

If you're from a country like India or China, then yeah, they probably prescreen
But if you're from a more underrepresented country then they probably won't give you an interview, even if you do eventually get in

(that being said, take this with a grain of salt)
