Just to be clear, because this discord is very U.S. focus, we likely won't give you a good idea on applying to colleges in Europe
That's not to say you won't get answers(you might), but be prepared that you might not or won't get a good one
That said, transferring colleges, especially between countries, is massively difficult, on top of how international costs generally don't give full scholarship(there are certainly a few).
I'd imagine there are plenty of European colleges that are quite cheap overall though
