UW has super robust research and academic programs, so if you're aiming for Neuroscience/Biochem/Bio, definitely a good option. It is just very expensive and there are many weed-out classes you'll take, so it's not going to be an easy four years. Fin aid is not generous for OOS. There is a very large asian population, and many asian cuisines on "The Ave" (informal title for the University Ave street, which has a lot of small brick-and-mortar type family owned restaurants/boba-tea shops)

I think it depends on which pathway you're looking to do in particular -- some majors are more competitive than others. That said I think that the "toxicity" is really just because of the curve (which is brutal, and how your grade is calculated). I'm not in the major but from my experience interacting with people who are, I've never met someone toxic. Although, in a university of 50k people, there's bound to be a small minority that can ruin someone's day.

ucsd is killer for premed; the best UC for premed because of the research opportunities (extremely high) and less competition. also T10 for biology
