I know most people will think that this is dumb, maybe I do too, but its good to see all options.
I'm a Saudi student with scholarships to both schools with a monthly 1700 USD to spend.
I may be able to increase that with help from my family
Intended major: Computer Science in NYU, CyberSecurity in Penn State
Similarities: Only thing on the top of my head is the weather. Both are somehow similar on the snowy scene.

NYU
School 1 Pros:
VERY good CS program
Wanted to visit NY for my whole life
New York's vibe is perfect for me
Increases my chance of actually being a successful person in the future.

School 1 Cons:
Not as safe as state college
Very expensive living cost (housing+food+transport, etc...)
CS course is a bit hard, I believe

Penn State
School 2 Pros:
Actual feeling of "college life"
Incredible campus
Large number of international students from my country
Not very hard compared to NYU
Very safe, I'm pretty sure university park has a 1% crime rate

School 2 Cons:
Not known for being a good school
"Party school" as some would say
Not very innovative, compared to NYU
Known for being an 18+ life school, which isn't necessarily what I want

Tiebreaking considerations:
ANYTHING that would play a big part of me having a good future is important.

i had a friend live ~5 minutes from tandon campus and i think he shelled north of 2k for a decent apartment

if you're willing to commute in and spend that time doing so you can cut accordingly

2k isnt bad, i was looking at 1 bed apartments they were like 4 k minimum

but even if you get 2700 a month be prepared to subsist on not-expensive food, cooking at home, etc.

when you apply for housing, fairly sure it's same for both brooklyn/manhattan, you can tick a box that prioritizes you for low-cost housing

but penn state is like the quintessential american college experience, which seems to be something youre looking for
