I posted this on reddit the other day, hopefully should give some insight on when decisions are coming out:

I did some analysis on when decisions are coming out and my guess is the Tuesday the 6th.

BC usually likes to make decisions on the first Thursday of the month. However, February’s first Thursday is the 1st. If they planned on releasing on the 1st, I would have expected to hear from them already. To be fair, there have been cases when BC announced when decisions are coming just before they release them.

For ED1 this year BC released decisions on Tuesday the 5th because the first Thursday was quite late, the 7th. Having this in mind, if they do not plan on releasing decisions on the first Thursday of the month I think they will release them on a tuesday as they have done so in the past.

Edit: I also want to point out it is still very possible that decisions could come out this Thursday. BC has announced that decisions are coming out the day of multiple times. Additionally, this year the ED2/RD Application Deadline was a day earlier than usual (Usually Jan 3rd). This could be due to the admissions office planning for an extra day in order to release decisions a day earlier than the earliest they have ever released (Feb 2nd).

Backing up what I said, BC released ED1 decisions on Tuesday the 6th of December for the class of 2026. This is due to the first Thursday being the 1st that year.

I also got into the HCE program, and I can't find anything on their website saying they won't allow it, but I can only imagine it would be very time consuming to double major in CS & HCE

Personally, I've looked at the 4 year plan of the HCE major and I think minoring in CS is probably more feasible, those are just my 2 cents though
