and if you dont have it then you didnt qualify

I attached my transcript and everything and explained I had everything and eventually they just admitted they didn't read my transcript properly

What do you guys think about 28k/yr before loans but after merit for RIT engineering? I'm planning on appealing because this number is quite different than the one from my npc but hearing opinions would also be really helpful for eventually making a decision
