Holistic admissions take your test score in the context of your school, not by comparison to everyone else. If you're a kid from a Title 1 school who gets a 1400 (where the average is between 900-1050) that is seen as far better since you have less tools and resources as a student who goes to an elite private school and gets a 1400. Please read and understand statistics on how test-optional is not beneficial for the college nor many students.

then I emailed them again with I actually got all A's with my final grades

then I emailed one last time when they sent an email asking if I wanted to remain on the waitlist or not restating it as my top choice as a final update

i was accepted into the college of arts and sciences for econ. after doing further research, I am now considering pursuing a double in HOD+CS instead. What would the process look like switching majors in my case?

It’s pretty easy, you just submit a form. You might have to wait a semester or two (to show good standing) but you should have no problem getting the majors
