I'd say that if your stats are insane as you say, then you could go test optional no problem, and you want a bigger chance to attend UP. you'll more than likely get a decision by the end of december.

Maybe if you send your score in and they get it a little after the deadline they can consider it too

Don't worry, if you have really good stats you'll probably be fine without act

I'd just say next time when you are applying to send the act scores early so u won't have to make a last second decision if they haven't arrived yet
