I don't know anything about UC Berk, however I can 100% tell you that full pay versus full aid is NOT a factor in OOS or In-State admissions to Virginia.

More importantly for these public schools, they get funding from the state/federal government to meet aid and regardless the more prestigious ones like UVA and UCBerkley have big endowments anyways.

UVA in particular meets 100% of demonstrated need and they would not give that agreement unless they planned on fulfilling it to all students.

That is why UVA's Finaid office is completely separate to their Admissions Office
