Oh, yeah they compare students to their own classmates. If there are a significant number of students with a similar profile they'll give preference to students who challenge themselves more. Although if someone did take 10 APs but has no extracurriculars vs someone who took like 5 APs but have really good extracurriculars they'll probably take the 5 APs student because they probably found their passion and did a lot of work for it showing committment (if other factors like essays etc are redundant.)

I personally had no APs but one of my classmate did (she got a 5). I ended up getting into GT CS this year but my friend got rejected. (I had good extracurriculars but she didn't have any)

At the end the selection process is really based on luck.
I know people who got rejected from 9/10 colleges but got into MIT but someone else who got accepted to 9/10 got rejected from MIT

If your daughters essays are good and she's at a top percentile of her school with reputable extracurriculars and academics she'll probably get in
