Why not? Not all undergrads are starting their own research projects
because, bluntly, undergrads don't have strong priors about the field and are pretty malleable in their own interests. it's more important to have good mentorship than work with highly productive faculty (of which there are still many in nearly all fields at top schools)
even at PhD level, where it matters far more, very often people value mentorship over faculty research output (though I personally disagree somewhat here)

in terms of opportunity still, there are literally more labs and more opportunities in certain areas at some universities over others
If a student is highly interested in BCI research (neuro), joining a Stanford affiliated lab is likely more advanced and cutting edge
There are also literally more opportunities and positions = higher chance of undergrad students getting those at X school
If a student is interested in DBS research (neuro), Harvard labs will have more advanced and cutting edge research going on
This brings up the question: is it important for the undergrads to be doing so? In terms of learning, probably not. I’d agree that the overall mentorship experience is more important. But let’s say a student ends up doing a PhD in that same area (which sure, this isn’t true for many students), having the experience from the lab that was literally on the cutting edge -> potentially doing a PhD with the same PI is valuable
