It depends on the school, I know there are some schools who consider you first gen if none of your parents have a bachelor from a US uni, and then some only consider you first gen is your parents have never been in college, etc. I would to see the college's policy, which they usually define in the question itself and otherwise, I just put not first gen if all else fails to come conclusive
