i think it's a decision between CU Boulder, ASU, IU Bloomington and Penn State.
If you're an OOS student, go according to cost and your campus preference because as souppy said the difference isn't huge.
afaik IU's known for Kelley and boulder and penn state's huge on comps and engineering
