It depends on availability to a degree. Usually people pre design based on schools they like and if there’s a slot open that day I’ll prioritize based on if the design is from this year or not + popularity of the school. Sometimes people will have extra time and are able to design a bit closer to a major date so they do combine as you’ve mentioned
