It's not terribly hard but its becoming increasingly hard from what I've heard; there have been people who met the requirements to switch but were still denied (its an appeal process, not just do A and B and you're good). But there were people who made the switch
But it's definitely easier if you start within the college of engineering

Ranking isn’t that different between the two for cs and quality of life will be very different for the two. Make sure to make an informed decision taking more into account than rankings; all that won’t matter to you a few weeks into college. But you’re there for 4 years, don’t want to be in a city you don’t like / environment you don’t like (which could be LA or GT, etc.)
