I think I can answer this because my dad studied CompE in an Indian college. CompE usually has requirements learning about compilers, lower level memory, operating systems, and traditional computer architecture along with a few higher level programming courses and a few EE courses. EECS has that freedom where instead of those being requirements, you can pick and choose
