I believe it does because if you look at the common dataset, only around 2800 people apple to ED, so the applicant pool is smaller giviing you a higher chance. Also, a lot of the people who are extremely good at CS might choose to apply restrictive early action to Stanford, which means that an Early decision applicant to CMU won't be compepting with that person. This is just my opinion and I could be wrong though.

I dont think test optional does screw anyone. From what i've heard from CMU AOs it isnt gonna make or break your app. Tho for programs like SCS or ECE that are very selective and in STEM having weak math stats (which is implied by being test optional) can def be a negative.
