Yup my AO told me you first have to be accepted into brown then they'll recommend you for PLME if they believe you're a strong applicant. The PLME decision doesn't affect your brown decision which is why if brown isn't a firm choice you shouldn't ED incase brown accepts you and PLME rejects you
