It's because the AOs don't get any information from everyone* (*everyone who makes it to the final rounds of applications where they're deciding who gets in) having near-perfect test scores. They can also get a lot more relevant information from GPA/courseload than one single test. In my own experience also, test scores aren't a great metric of your ability to do well at Caltech. I do test well, but there's people I know that can solve much harder problems way better than I can who do terribly under timed high pressure situations like tests

But the thing is he's international and studying at a school where he might be the first applicant in history to apply to Cornell. The school and the people there are not even decent but he's really a diamond in the mud. The school isn't even registered on CollegeBoard or CommonApp. He tried to change schools (join mine) but couldn't due to personal reasons. Will he atleast be given a shot or auto-reject?
He and his parents have done their best and ensured that a proper application is sent. So the school probably did not mess anything application-wise at least.

Eh, at Caltech, a good test score can't make up for less than stellar GPA/grades, and I think going fully blind communicates that better. To get admitted, I assume basically everything in your application should be a "plus", so removing one place to show that isn't that impactful for the people getting admitted. Tbf I am mostly just speculating here, but I have talked with some of the folks in admissions about this
