I recommend checking out Georgia Tech! They have one of the best aerospace engineering programs in the U.S, are test optional, and accept Duolingo's English test.

The only thing to note about GT is that they don't offer the best financial aid if you're out of state unfortunately, so that might be a dealbreaker, but if you don't need financial aid, it's a good option.

Cornell's another great option that meets your criteria, and they also accept the Duolingo English test!
