Just graduated HS and was about to goto a school but then had disagreements about money with my mom so Im currently staying with her working for hopefully just this year. Im american and I want to major in computer science at some school in Canada. I am kinda intrested in university of tornto and university of BC but what could I do best to improve my situation. My highschool gpa was meh 2.9 and I got a 1240 on the SAT

from what i know, those schools will be reaches with your GPA and SAT score
you might want to look into the average or 25th/75th percentile of GPAs or SAT scores at some schools to get a gauge of what a target school would look like for you in canada
a quick google search shows that simon fraser university could be within target range?
what could i be doing now to better my chances\
for most canadian schools, a lot of programs will decide mostly off your marks. some specialized programs (usually engineering, not sure if cs is one of them) plus ubc will consider extracurriculars and essays but for uoft theres not much you can do
studying at a community college and transferring to a four year university could be a good option for you
it'd give you a chance to boost your grades before applying
