it has 3 servers for pvp & pve is what they ment.
Its 1x rates, Server LEVEL is 2x.

Well then theres still should be additional servers with atleast 2x and 10 players max in guild, cuz like i said before, theres a lot of players who dont have 30 players in their guild or dont want to play in zerg, so theres should be servers for both type of players, like its 0 costs for players, devs need spend more for the servers, but they will gain more players, and theres no need for huge amount of servers with lower limit of players in guild, just some. For example my "party, guild" its like 6 players so if theres not gonna be official servers with lower players limit in guilds, then we dont gonna buy the game, and propably theres a lot of players like us, which means less money for devs and smaller community.
