I would say your biggest issue is the constant pausing

You pause after Cross after every F2L pair, at OLL and PLL

I would suggest you work on transitions between each stages

And do untimed solves and work on recognising OLL and PLL without having to "look around" the cube

That in itself will bring you to sub15
