its experimental
u can derive e=1 from conservation of momentum and energy thats when its elastic but if e<1 then some energy is lost
e cant be negative. V1 -v2 will be make e be negative because speed of v1 is always less than v2. Because after a collision if v1 had more speed than v2 then that just means that v1 phased through v2 which dont make sense
