So first of all write the base 4 as 2^2
So you get (2^2)^2x-3
Now we have a base of 2
So now we get 2^4x-6
Because it’s 1/
We can write it as single by making the power negative so you get
2^-(4x-6)
So it becomes
2^-4x+6
