They implicitly told you the gradient when they told you it was perpendicular to that line and so the gradient must be the negative reciprocal of that second line
You now know the coefficient of x once you’ve rearranged it, and you can set it as that value
Next you’d sub in the values of x and y on that point since you’re told it goes through there
