Ratio Problem

Can someone explain this answer? Why are they splitting for both the water and juice?

because we need the amount of juice and water, to make as much of the drink as possible, we need to find out how much juice and water we must use.

so via trial and error, we see how much fruit juice we have and how much sparkling water we need

if thats not enough then we try sparkling water and see how much juice is needed
