#how is this possible?

because those things getting suspended to memory
thats how they open fast/remember your last page and stuff
you have a shit ton of asus bloatware too
seeing 39% is a good thing... you're getting your money's worth
its bad when you hit 100% even at idle
or 100% when doing any tasks
my mac for example
big swap is bad... means i need more ram technically
- click Memory column to sort it by amount of usage
- look to the left and see what's programs/processes are consuming it
- important program/process? leave it alone
- unimportant ones? uninstall.
all that being said, RAM utilization varies a lot because windows allows programs/processes to use more of it when the RAM is not in use. when you get close to high utilization, windows will offload some of the unimportant ones for you and suspend them until the next time they're needed. sometimes, windows will just limit how much a program/process can use to allow others to use more without you hitting 100% utilization. of course there's a limit to how much windows can effectively help
Use Chris tool to deactivate idle processes it frees up ram and the number of random and useless processes active
