#Ram issue. Mobo not booting

Upgrading a friend's PC with more ram and for some reason the mobo isn't booting.

So he's going from ddr4 16gb 3200 to ddr4 32gb 3200. Both 2 sticks.

Bios is updated so that rules that out.

I already tried 2 sets of brand new ram and it still doesn't boot. Seems to only work with what he has now. I checked all compatibility between mobo and ram and they should work fine. I just don't know what the issue is.
