What do you mean by "CD does not start as soon as the ability is casted"
where does this end up compared to the conclusion of the cast time?
because if it means what I think it means, then most of these are flipped from what they should be

if the CD starts as soon as the ability is casted, it means the cooldown timer starts counting down the moment you press the ability button

if it doesnt, then the ability button on the HUD will be greyed out for a bit before counting down
