I've done a ton of testing in solo custom and have always been able to see the End Game button.

Did you perchance actually reconnect to this session after losing connection at some point? There is a known issue where the End Game button does not migrate to the new session host once connected to the server.

If you were solo, and you disconnected then reconnected a migration would have triggered.
