Otherwise for Steam, it might require a clean install (uninstall, go to steamapps find the game folder and delete it, then reinstall)

Delete the entire folder and then reinstall

You might have got a corrupted file state again however which is odd but I suppose possible
I would try to clean install once more through deleting that folder again just to be sure
