Potentially a meant to be this way.

Summary:
Divine cross and holycross cancel eachother

Server: ANY
Character: Seraph

Expected result:
Holycross and divine cross are 2 separate skills. And should not cancel each other. And should/could be worked together to allow for a combination of divine cross and holycross to be used.
This becomes especially important in larger groups (Dungeon runs, Secret room runs) with multiple Seraphs performing either of the skills. As it's not just limited to your own divinecross/holycross, but also to theirs. Dungeon groups should be encourage to have multiple Seraphs. With their skills working together. Where one is assiged to divine cross, the other holycross, working together for the best output.

Actual result:
Holycross and divine cross don't work together. They replace eachother as the active debuff.
Once Divine cross is cast, and holy cross is cast before the timer of divine cross ends, holycross "ends" the active divine cross early and replaces the divine cross skill as the active debuff.
The same goes for the opposite, where divine cross can replace holy cross as the active debuff/skill when cast before the timer runs out.
This means that divine cross is limited to only replicate the "unholycossed" damage as they can't be used together..
And it's not just limited to your own divinecross/holycross, but also to other Seraphs. Other Seraphs can affect my divine cross skill with their holycross. And when multiple seraphs start casting divine cross, they start canceling eachother out often.
When "Seraph 1" cast divine cross, the 4 second timer starts, when "Seraph 2" casts divine cross, it resets the timer for divine cross. "Seraph 1" does not get rewarded the damage.
You start stealing eachothers Divine cross. In theory, when 8 seraphs time things correctly and cast divine cross one after another, never letting it end, you can get 30 seconds of active divine cross, without any damage ever being rewarded.

While we can argue whether this is good or bad design, I haven't encountered your last point about "having 30s without damage"? DC refresh will pop it early with whatever damage is recorded, it doesn't just make the buff refresh back to zero...? If this was the case, your own DC would refresh DC without getting damage/credit but no, it works when you refresh it yourself applying damage.

i haven't done the 30 seconds without damage thing personally.
That's more a theory.

I have done it with 3 seraphs.
Number 1 casts, the timer start,
Number 2 casts (before the timer ends), the timer resets, number 1 doesn't get damage
Number 3 casts (Again, before the timer runs end), again time goes back up. Neither number 1-2 get any damage assigned.

Now, it did seem to end when either number 1-2 cast it again.

In theory... you can keep this going in a circle if seraphs, one after another casts divine cross before the timer runs out. I'm not entirely sure what ends it. It did seem that if it's recast by a previous seraph, things ended

What i do know, is that, with 1 DPS. and 2 seraphs spamming divine cross. Only about half the damage gets assigned to either seraph because they keep fighting for the active "divine cross" debuff slot. Same when 1 seraph casts divine cross, the other holy cross. The damage output of divine cross is siginicantly reduced, because the holy cross keeps canceling the divine cross

If the issue is with 1 DPS 2 Divinecross, maybe the problem lies in the DPS "ticks". Maybe it's like
DC1 - DC2 (refresh) - Damage tick from dps - DC3 (does damage) - DC4 (still no damage because there hasn't been a dps tick yet
