Check you Motherboard. How many cables are connected in the CPU header up top
did you plug in your front panel connectors

- If your system is on, shut it down.
- Unplug your system from the wall.
- Open your system and locate the watch battery on your motherboard. It may be located under your GPU. If this is the case, remove your GPU to get to the CMOS battery.
- Remove the battery.
- Hold the power button for 15 seconds to discharge any remaining power in your system.
- Reinsert the watch battery, and the GPU if you removed it.
- Plug your system back into the wall and turn it on.
Note: Your motherboard manual will have specific instructions on how to clear your CMOS. You can find your manual online on the same product page under "Manuals."
The paperclip test is used to force a power supply to turn on through the same method that the motherboard does. This is done by bridging the PS_ON terminal to a ground terminal in the ATX 24 Pin connector (See diagram below). given its a fresh build CMOS wouldnt seem to be the issue. Maybe unflashed mobo.
