#How would I get Flaw level clarity and quality of video in my renders?

Current recording settings
. I use Flarial motion blur (Avg Pixel Blur 3.5ish)
. OBS Settings Above
. Process is: Lossless>Blur>Rendered via Vegas>Upscaled in FFmpeg
. I have an AMD GPU and overall a quite powerful PC

9070xt, Rysen 5 9600x, 32GB of DDR5 (If that matters.) It's not a NASA PC or anyhting but it's much more powerful then a ton of peoples PC's I saw. And they have much better renders

I'm uploading them to youtube and then watching them on mobile.
I'm uploading them to YT to watch, because that's my end goal. High quality videos that look great on YT
Everything looks ass on my PC.
It looks like 720p even though I'm watching a 1440p video on YT. Same goes for media players and shit.

Alright so after further testing, my computer runs the CPU encoder x264 pretty effortlesly on 360 FPS. Recordings aren't laggy at all.
Is the CPU x264 better or is GPU H.265 better
