It should auto-generate in the same folder as your input video. if not, there's probably a global config located in blur's folder. (defaut is Program Files (x86)\blur)
it’s called show hidden files or something
but you need it on to see files with a . at the start
The global config will act as the default settings for blur, if you add a config next to an input video it will override the global one.
it will NOT auto generate a config if a global one already exists.

if blur was installed via a command it should be located at %userprofile%\scoop\apps\blur
and check there for a global config

i add video in blur and finish name 1222 blur and thats it
and not showing blur config

You can probably find blur's folder by finding blur.exe in the start menu and opening it's folder.
(I'm pretty sure) this "global" config will be automatically created if you use the installer. Which is likely why this issue is happening.
