and ist weird
btw this is obs 480fps cqp 18 and 4k -> 720p, uhh also blur 480 -> 2400 -> 60fps blur amount 2

In order for you to make sure OBS does not lag while it's recording, you should make the Stats Dock shown, just like this:
It is prefered to have a second monitor so you are able to see how it's doing without having to alt tab (by having OBS on your second monitor)
It is normal to get a few dozens of skipped frames when alt tabbing

Depends on how you installed it but OBS should usually notify you about the latest version

Currently the main issues are
- profile high (should be baseline)
- psycho visual tuning enabled (should be disabled)
- max b frames 1 (should be 0)
- color range full (should be limited)
- scaling video in OBS (should avoid it, or do it in post)
