it's encoding lag
lower your recording fps. make sure you're using settings from #⚫|obs

In order for you to make sure OBS does not lag while it's recording, you should make the Stats Dock shown, just like this:
It is prefered to have a second monitor so you are able to see how it's doing without having to alt tab (by having OBS on your second monitor)
It is normal to get a few dozens of skipped frames when alt tabbing

ur pc is just not good enough
you need to buy a new pc if you wanna record in the settings now
lower recording fps to 60, use a higher CQ like 21
and use game capture not display capture
and only have 1 audio track
but higher cq won't solve it?
it literally makes you compress more
