Paint a mask like that in photoshop

#

White for the parts you want blurred, black for the parts you don’t

left solstice can do this one in photoshop but idk how it works

make a new project, set the resolution to whatever you record in, use the paint bucket to fill the background with white, use the draw brush to paint the needed areas with black
