aren’t there like 2 config files in some versions of smoothie
C:\Users\User\scoop\apps\smoothie\0.7-rc-2\Smoothie\settings
and the filename?

its supposed to be the 2nd
!rc
Smoothie 0.7 release candidate 2 still comes with the old .ini config, open the latest one by typing rc in Windows+R, I advise you delete the .ini one so you don't mismatch them again
This will get fixed in the next update dw

then run sm -i "the name of your video here" -v
and enter
still the same
oh
replace the mask path with just the filename
smoothie looks for it from that directory anyway
