Do you use mods or assets?
tons
!logs
The TMPE mod provides a txt file in which you can find the list of all the mods you have. The ouput log (or player log) will tell what's happening behind your screen. Path to reach both :
[steam folder]\steamapps\common\Cities_Skylines\Cities_Data\
/Users/username/Library/Application Support/Steam/steamapps/common/Cities_Skylines
Then right-click Cities and choose Show Package Options (Yosemite users: Choose Open in new tab instead, then click on the new tab), then you can find the log file in : Contents/TMPE.log
The logs produced by Loading Screen Mod (LSM) regarding missing assets are on
%localappdata%\Colossal Order\Cities_Skylines\Report\LoadingScreenMod
/Users/<username>/Library/Application Support/Colossal Order/Cities_Skylines/ (assuming that you haven’t messed with your file structure)
/home/<username>/.local/share/Colossal Order/Cities_Skylines/Report/LoadingScreenMod/
You are starting a new city?
Also, get compatibility report mod

Do the map really need Network Extensions 2?

It is inefficient and somewhat broken, because it's a mod and not a collection of assets. Due to it being a mod, it is also incompatible with some other things.
To replace NExt2 without breaking your city, you will want a couple of things. The first is a collection of replacement assets. You can create your own or use one that's already been created, like
https://steamcommunity.com/sharedfiles/filedetails/?id=2585558081
The Vanilla+ collection is another commonly used collection nowadays, but it doesn't completely replace NExt2. You can find it at
https://steamcommunity.com/sharedfiles/filedetails/?id=2056021436
The other thing you need is the RON mod: https://steamcommunity.com/sharedfiles/filedetails/?id=2405917899
You will need to load your save with both NExt2 and the replacement assets, and then use RON to replace all of the assets. If you don't know how to do this, follow the instructions on the steam page.
As of RON update 0.7, you can automatically replace Network NExt2 roads on load using equivalents from the replacement collection (if you want to use vanilla+ or other roads you will have to do those manually, but I would still do this step first). This does NOT require NExt2.
Building assets (including intersections) requiring NExt2 will not be placeable without NExt2, but any buildings and intersections already placed will work with the replacement networks.
