Whenever I'm starting a new city or loading into one of my cities, the game keeps on crashing and i don't know why, I've tried to verify integrity the files, and tries to disable mods and everything. PLEASE help me, I don't know what to do and I'm getting pretty stressed because I've put a lot of money into this game by buying almost every DLC.

sometimes RAM can get out of function. So even if build in, it may not be there

Because you do need 8 GB of RAM for this game. it is the Minimum requirement

Since each DLC increases the RAM consumption
Also, send the crash report. The report folder is in the same place as the Cities.exe and is named after the date and time of the crash

You should manually set the pagefile size as follows:
Min: 8 192
Max: 32 768

Still too low RAM. Try with the loading screen mod. Also try to shut down other applications if the loading screen mod isn't enough
