Thank you!!! This was driving me nuts. Full large warehouses next to specialty production and seeing trucks coming from the production buildings on the other side of the city was infuriating.

Welp, it worked until I reloaded the game. I don't want replace the factories every time I load into the game. I'm going to try the industry rebalance mod.

I know I'm not the only one with this problem but alot of my factories have the message "not enough special goods" while there is a warehouse nextdoor (warehouse is on setting balanced and has goods stored) is there a fix for this?

Check where the factory orders materials from. I've noticed that if there are different sized warehouses storing the same product with the same settings, the smaller warehouse tends to get more orders because it has more pressure to maintain target capacity.

When I look at the factory there is no truck going to the factory, so it doesnt order the materials..

To be honest, I do not know.
But as paper and planned timber cannot be imported, what about setting the warehouse to fill? At least than it would not go and export the goods

I deleted and replaced the factories and for now they work

Also another recommendation- I'm still learning about how the warehouses are set. They need be set to empty otherwise the warehouses will hoard I think
