I am have no idea what the issues is with my power but im using Nuclear power and i have lots of excess.

Are you sure the power plant is connected to your roads?

Or maybe if you have a road or pipes that aren’t connected to the main grid?

Basically just make sure everything is connected up. There will be a little white mark in the cables if electricity is flowing

Two issues:

1 ) Buildings can only utilize low-voltage power
2 ) Low-voltage lines have limited capacity

The most common cause is when all power for an area is delivered by a single road or low-voltage power line and demand exceeds its capacity. The bottleneck will usually generate an overload icon at the choke point.

To avoid such issues, it's a good idea for each larger development area to have its own dedicated power substation (aka transformer) connected by high-voltage lines.

(I also noticed a lot of sewage complaints, though that may be caused by the power issues.)

yeah i have been messing with it my power Nuclear power plan only goes to the closest transformer.

There's something i don't understand.
1- why isn't there any over capacity warning icon
2-this matters less, but usually when i have a cable problem the buildings stop receiving electricity in further areas, and generally a lot of buildings in an area, and not random building scattered across the map

Think of the power lines as water pipes - say a particular line has a capacity of 40MW...
~ The first area bleeds off 15MW, leaving 25 MW to continue down the line
~ The second area bleeds off another 15MW, leaving 10MW to continue down the line
~ The third area also needs 15MW but there's only 10MW left, so those areas start complaining there's not enough power
