PC specs:
CPU: Intel i5-11320H
GPU: Nvidia GTX 1650 4GB
RAM: 24GB
And Im playing modded CS2
I have a 12900K, a 3080 Ti and 128 GB of RAM and I get 30-40 fps, so don't feel so bad.
Which graphics do you use?
I'm not in front of my PC right now but it's "high" with a number of things turned down. I believe I've got volumetrics turned down to low. Oh, and I use DLSS, that helps tons.

I should've mentioned I also play at 4K.
Can you get 60FPS on any game with a 4GB 1650? I use a 6GB 1660 Super, and even my almost high 1080p FPS is around 19-24 FPS
Yeah I can get 60+ on any game
Some even 120+
thats why Im asking for a help, I dont know If there are any tweaks to help the fps
I think I have done enough to get the 60 fps but its just not working
Did you try turning literally everything all the way down and seeing how it performs? Play at 1080p, set graphics to their lowest preset, etc. That should tell you what your computer can do under the best possible circumstances.
Another idea is to use the Nvidia app to optimize your game settings. That might get you someplace better than where you are now.
Im already playing on the lowest graphics and I use the resolution that my monitor has. And also I cant even play CS2 throught nvidia since it says "An error occured while launching the game: No licenses."
And Im pretty sure I got everthing on low on nvidia app
