So, I subscribed to relight and enabled it, but when I go in game it doesnt exist, It just isnt there. game screen and the menu

Relight isn't part of the map though. You could use other graphics mods on the same map.

It may require more adjustment of the settings to fully replicate the screenshots of the map that use Relight, but it's doable

you'll just have to find what Lumina settings correspond to this, which can be a challenge

also Relight never used to show up for me either, but even without it appearing in the mod menu, it was working. But I always just had to use the hotkey shortcut to bring up the menu
