every single time i have a city this issue persists. ik this is kind of a common problem but i still can't figure out why. A few saves ago everything was perfectly fine, but then the number of imports suddenly dropped dramatically, and i think that's a large part of why there are now not enough goods anywhere in the city. i have a lot of zoned industry as well, but the issue can't seem to go away. please help

How is traffic looking?
I get the same issue for some reason
mainly on commercial buildings which I built at the start of building the city
i do have a ton of offices
not that bad
in my experience the outside connections start to reach caps at about >60-80k pop, depending on the city
if you have Green Cities, the IT Cluster offices are simply overpowered at making goods (software) that can fulfil that need. Plus they're highly desirable educated jobs, unlike regular industry.
Industry 4.0 is a good policy to make industry jobs more educated and increases goods production too, but it does reduce jobs so is worse at fulfiling industry demand
Maybe your office to industry ratio is to high because the ratio of industry and commercial is too low?
Also what percentage is the traffic exactly?
traffic hovers bettween 78-81%

it just seems theres a lot of industry demmand
though residential demmand is low
I have also found that reducing the concentration of some comercial areas can help. I had an area of my city with a lot of heart of Korea commercial in it that was struggling for goods so I started to reduce the number of comercial buildings in the area and move the commercial else where which seemed to help with that issue.
Dummy traffic nosedives yes (the tries to avoid reaching citizen instances limit, which is used for first spawn of vehicles), but import / export stays the same
Do you have easy ways for import to come in ?
Cargo train terminals are a must after reaching a certain size, because your zoned industry only has 2 delivery vehicles and outside road connections can be roller coaster in terms of reliability.
And if you use the traffic routes tool, are there any trucks coming to those stores ?

Pc issue most likely use a monitoring software such as msi afterburner (if you have it ) or even task a manger
Usually cpu bottleneck causes this
Increase the amount of industry you have it looks like you have a lot of demand
Your cims are unemployed because of the lack of jobs
That’s actually very good it’s impossible to get 100% traffic flow cs thinks that traffic waiting at a traffic light is traffic for example
Traffic percentage isn’t accurate instead look at your roads to see if there are backups
