it looks like the traffic is primarily trucks getting back and forth between the two industrial areas
Yea but how do I fix that?
this might sound counterintuitive but can you try making that yellow line into a 6-lane road and then building ground-level connections at the green lines
that will basically give traffic more ways to access the industrial area instead of having to go through the single interchange

you probably want to convert this into a ground-level intersection as well

yeah this looks a bit more complicated cause there's a bit of a gridlock situation
the most simple fix I can think of is to just make all of the 2-lane roads into thin 4-lane roads so that traffic doesn't get in each others' way as much when turning
although not guaranteed to work

Need a better solution getting cargo to and from the cargo train station. That’s where all of that traffic is coming from. It’s severely backed up
I'm sorry but this advice is overrated, particularly here because the left turn is by far the highest demand.
Indeed. Since you're producing way more crops at the farming area than your city will ever need, most traffic from there is trying to access the cargo train terminal to export them. Placing another terminal within the farming area may solve much of your congestion and supply chain issues.
