Broken Land Value with Update

First time launching the game since the P&P update and my land value and sound pollution are both completely broken. Any idea what mod or setting may be causing this?

parks/leisure are also completely broken, and my districts view has this green overlay as well

I went through my mod list and there shouldn't be anything that's broken so it's really not an obvious one
