Also, try broken nodes detector mod. Could be something sketchy going on.
Lastly, check your modlist using compatibility report. You probably have conflicting mods
No conflicts on mods I hardly use any other than the basic terrain mods but I'll check into broken nodes!
Costa De Corolla is is pretty good in terms of transportation with an average traffic of 75-80

There are hard limits in Cities Skylines
Citizen Instances (i.e. Agent Units) have a hard cap of 65k, and that's with mods that increases this limit from 16k
Do you have the "CSL Show More Limits" mod installed?
It will tell you how close you are to the game limits

So from the above screenshot, you can see that my Citizen Instances is very close to the 65,536 limit.
And I get the same issue that you are reporting.

Post a screenshot of the Object Limit window, once you've added it to your game.
You're likely hitting the vanilla object/agent limits of the game (especially if you havent installed specific mods that bumps up those caps)
So is it the issue you reckon??

Are you sure your incinerator is connected to the rest of your street network properly?
I.e. Not on a one-way road etc.?
they are placed on all two way roads with perfect connections to their respective communities
The only thing I can recommend is to disable all mods; and see if the problem goes away
Then slowly re-enable each mod and see if the problem comes back
The mod compatility checker is extensive but not complete
You can also physically browse each of the mods you have in the steam workshop; and see if they have been marked as compatible with the latest game update
